Definition
The Parks & Recreation Comprehensive Master Plan was last updated in 2007. This strategic plan is supported by community feedback to ensure the City of Bartlett's parks, facilities, programs, and amenities align with the needs and wants of our residents. This living, breathing document will help establish the long-range vision for the department, prioritize budgeting of desired projects, reduce redundancy in programming, improve community engagement, and open doors to state and federal funding.
Analysis
Project updates for Fiscal Year 2026 (7/1/25-6/30/26)
- Walking trail resurfacing - Blue Lagoon Park, A.E. Beaty Park, Davies Plantation Park
- walking trails were included in the asphalt paving operations bid (FY2026-07-002) that was published 7/29/2025 and closed 8/12/2025. The contract for the walking trails portion was awarded to Lehman-Roberts and a pre-construction meeting was held on 9/5/2025 to develop the timeline for completion. Blue Lagoon and Davies Plantation trails were scheduled to be completed by the end of October 2025.
- Shadowlawn Park - replace existing restroom/concession building, install new ADA-pathways, install new ADA parking area, replace playground, repave and expand existing parking lot.
- The project is being broken out into separate phases for bidding. Bid documents are being finalized for the new ADA restroom & concession building, the ADA concrete walkways and parking area, and the resurfacing of the parking lot and the new parking lot, and an RFP will be published for the inclusive playground.
- Bids were awarded to Nightwine Construction (new ADA restroom & concession building) and ViktorHall Construction (ADA concrete walkwasy and parking area).
- An RFP was published for the inclusive playground with 9 proposals received. Paul Wright, James Draffin, Justin Wall and Cassi Montoya are the panelist who will be evaluating the proposals.
- RFP was narrowed down to 2 finalists (Cunningham Recreation and Great Southern Recreation). Finalists will make a final presentation in early December to the evaluation team. A recommendation will be presented to the BMA at one of the January 2026 BMA Meetings.
- Stoneridge Park - remove silt/sediment from east side of pond, treat pond with TryMarine to remove additional sediment below waterline and restore balance to the pond, repair erosion along shoreline by installing geotextile socks to restore the banks.
- An RFP is being finalized and will be published in Q1 of 2026.
- Tennis court resurfacing - W.J. Freeman Park and Dixon Brewer Park tennis courts will be repaired and resurfaced; fencing will be replaced with black vinyl fence
- Quotes for the resurfacing at each court have been solicited to firm up anticipated costs associated with the courts to determine the course of action to take on replacing the fencing.
- The Venue at Bartlett Station - replace the roof of the Banquet Hall and the west side of the Auditorium; replace the Auditorium HVAC system
- Staff is currently working on both the roof and HVAC projects.
