Definition
The City of Bartlett is responsible for maintaining a fleet of government vehicles to provide police, fire, utility, and maintenance services. To reduce the cost necessary to fuel these vehicles, the City operates its own fuel tanks. These underground fiberglass storage tanks power the fleet daily and are continually monitored by TDEC to ensure they safely store standard petroleum fluids, biofuels, biodiesels, and ethanol.
Analysis
The underground fiberglass fuel tanks across the City of Bartlett are nearing the end of their service life. In response, the City is initiating a permanent closure and replacement cycle, with a goal of replacing two tanks per year. Public Works has received approval from the Tennessee Department of Environment and Conservation (TDEC) to proceed with permanent closures and has begun removals in a phased approach. This process is being carried out under the guidance of a third-party engineering firm to ensure full compliance with all applicable federal, state, and local regulations.
At the Public Works facility, two underground fuel tanks have already been removed, backfilled, and replaced with new, fully operational tanks. Additional underground storage tanks at another fueling location are scheduled for replacement in FY2026, with all associated remediation expected to be completed by the end of FY2027.
