Execute a data-driven paving plan to improve roadway conditions across the City.

Definition

The City of Bartlett is responsible for the maintenance and repair of 302.5 centerline miles (700 lane miles) of roadways. Therefore, the City recently employed Pavement Management Group (PMG) to provide a data-driven pavement management solution to support this responsibility better. This innovative solution leverages high-definition video to deliver the insight and analytics necessary to construct an effective annual paving plan. This solution will allow the City of Bartlett to maximize its yearly paving budget, extend pavement service life, and optimize roadway network conditions. 

Analysis

Based on the PMG recommendation we have altered our approach to street paving in the City of Bartlett. In addition to the traditional approach of milling and paving a number of special cutting-edge optimization products are also now available.  The products are shown to extend the life of pavement, reducing the need to mill and pave.  The goal is to actively work towards pavement preservation instead of awaiting pavement failure, this will allow maximization of City funds, while keeping roadways in better shape. 

FY2025: The previous year's paving program included paving, milling, and three new special cutting-edge optimization products.  The products are shown to extend pavement life, reducing the need to mill and pave.  These include: chip & fog seal, HA5, and Rejuvenator.  All these products were introduced in this fiscal year's pavement program.

FY2026: This year's paving program includes all the previous years' products, as well as another extension product, scrub seal.

Lehman-Roberts was awarded the paving, milling, and chip & fog seal again for FY2026 in September 2025. As of mid- February 2026, crack sealing has been completed and patching is currently taking place.
