Definition
The land-use plan represents a vision for the future, with long-term goals and objectives for development activities that will affect the City of Bartlett. The comprehensive strategy provides continuity across time, balances competing demands, creates development patterns, protects valued resources, guides the community's appearance, promotes economic development, justifies decisions, and expresses a collective image for the future. These long-term plans can include but are not limited to public and private land development proposals, the expenditure of public funds, the availability of tax incentives, cooperative efforts, and pressing issues, such as the rehabilitation of older commercial properties or neighborhoods.
Analysis
As part of the Vision 2030 planning process, several key areas of analysis have been undertaken to evaluate the City’s growth trajectory and infrastructure needs:

Citizen Survey: A survey was conducted in partnership with the University of Memphis to gather community input. While participation levels were lower than anticipated, the results aligned with expectations and provided useful insights into resident priorities.

Demographic Data: Updated demographic information has been collected to better understand population trends and inform long‑term planning decisions.

Transportation Planning: The Metropolitan Planning Organization (MPO) was engaged to assess how regional road improvement projects may affect Bartlett’s growth plans and connectivity, in light of the Mid-South Safety Action Plan (SAP) results.

Infrastructure Review: City Engineering has provided an analysis of water and sewer capacity, identifying potential impacts on future development and expansion.

Land Use and Zoning: Current zoning and land‑use patterns have been reviewed against the 2010 Master Plan update map to evaluate changes and ensure alignment with the City’s long‑term vision.
All of this will be compiled into the formal Land Use Plan, expected to be completed by July of 2026.
